To annotate is "to explain or comment." The notes you make in the margins of a text are annotations.
I post class notes so that you do not have to copy in class and are free to note comments, thoughts, and connections. I am only posting class notes. That means, I am posting what was written on the board minus all the explanations or comments that your or I made in class. Your job is to add explanations and comments to the notes I post here on the wiki. Since no one can record everything, if everyone annotates the wiki notes, we will have a master set of notes that is the most complete and available to everyone. The more each of us contributes, the more each of us benefits.
